So, if we give them something, the North will temporarily suspend activities that they are legally obligated to stop under U.N. Mandate anyway (while secretly cheating all the while...)

Here it goes again. The recent story on JT about NK wanting money for serious discussion was a precursor to this situation. NK just needs hard cash, and the west just keeps going for the bait. SK deports an NK supporter, and the game continues with NK taking another pawn.
