North Korea's continued missile and nuclear development has nothing to do with THAAD since it's been going on non-stop for decades now despite condemnations, sanctions, deals, aid, fuel, whatever. And it's only because North Korea's continuous utter disinterest in cooperation that South Korea wants the THAAD in the first place. It doesn't take a rocket scientist to see that China could shut the Kim regime down in a heartbeat, if they really wanted to. But having a mad dog on a leash can be advantageous.
