That's NK for you - always entertainingly absurd. But it is just internal propaganda. Different messages for the outside world.

The last time there was a '1,000-fold' military buildup was on October 16th, 1950, when approximately 300,000 Chinese troops began to cross the Yalu River. The chances that this will happen again are extremely small.

GDP 28 billion (and that is being generous) military outlays estimated as about 4.2 billion (considering all those people in uniform, it makes some sense.)
But whoa whoa wait a minute. How can a 1000 fold buildup possibly be accomplished?
If they devoted absolutely their entire GDP to arms production, that would be what five-fold? And making the same effort every year, assuming that they don't starve or get buried in an avalanche of bombs and bullets, it would take them 200 years. They will be the Flintstones and we will be the Jetsons.
Or if we assume that they are just talking about a nuclear deterrent, that is a missile in every barn. Hundreds of tons of enriched uranium or about 50 tons of plutonium? What? How? Why?
nandakanda has an interesting point. If the whole population of 24 million is first armed, that is a 20 fold increase right there. I hope they do that because that would finish the regime quickly. Anyway, if they produce 1 million babies every year, then they could have 30 million people armed in 20 years, but about half would be teenagers... And their population would be doubled, with no way to feed them.
Frankly, I think that doubling their military in any form would be unsustainable. Anyone in their country who can do math knows they are lying.
I think they are cuckooo for cocoa puffs.

Doubt that he's eating gruel. More like filet mignon and champagne every meal. Sad thing is many people there won't even have gruel to eat. As repressive as that regime is, dialogue is still needed. Shunning and sanctioning them will only affect the innocent who are barely able to eke out an existence.

As we say in the old fashioned newspaper business, this story needs to be buried on page 10 next to the travel edition. Just ignore the whole story. The little boy wants to make his daddy proud, but he can only do that if the world gives him some recognition. Recognition is a sign of acceptance. Accept - Expect!
