The man's title says all you need to know about his qualifications to make statements with any meaning to them. He's a politician "embedded" in the military. He probably threw that out there to remind his higher-ups that he was still alive.

And his generals are telling him about their latest nuclear test explosion far off in the distance which is actually a sunset.

Since Japan was imperists once upon a time and USA never had an Emperor, they must be thinking White House is in one of US Base in Japan. This explains why they want to shoot short range missile to White House as they might know Arithmetic to compute distance. They don't know how to read maps, either.
