He did not offend anyone,particularly China.The banner says"Free Tibet",it does not mention anything about China or other country(lol).Anyway even India is "frightened" when you mention China,let alone Nepal.
The true test of whether Nepal is truly concerned about safety or is simply kissing China's hindquarters is to try to enter Nepal with a
Chinese flag stuffed into your luggage. After all, both the Chinese and
Tibrean Flags have been prominent in the demonstrations worldwide.
