Make no mistake here. North Korea is not acknowledging any wrong doing on their part. They are just admitting they have them and use labor camps. But, they clearly think this is a valid way of controlling their own people. So, I am not sure what kind of step in the right direction this is supposed to be.

Maybe they have Kim Jong-un locked up and are thinking of joining the world at large. Surprise visit by bigwigs to South Korea. This acknowledgement. Kim Jong-un's disappearance. Maybe something else I forgot.
