Since the point of the new sanctions is to clamp down on North Korea

The new sanctions are bullying, and these actions are harassment. Peace is a better option, unless our real purpose is to harass China...

Let's say the ship sails peacefully to Burma/Myanmar and the cargo is sold peacefully to the Junta representatives. The Myanmar military peacefully acquires possibly nuclear missile technology and everyone is happy. Den Den?

Maybe this ship is hoping that by trawling the US Navy vessel past China again, they can get big brother China angry with the US. Up and down the China Sea a few times to rub it in China's face?
Or maybe there really is some naughty stuff on board and they've decided to go back while they have the fuel, and split the cargo between several ships? "Now, which one is not the dummy?"
