Apples and oranges. In 2013, according to an older JT article, there were 1300 groping cases on trains within Tokyo, not just on subways. (I'm assuming this is the number of reported cases.) NYC subway has just under 6 million daily passengers. Tokyo subway only is over 8 million, and total train passengers is 40 million.

Only in Japan, eh.

Bah it sounds no different from your average nightclub. Maybe they should offer free shots with a ticket, get people in the mood.

I like the idea of undercover Women on these trains making groping et al arrests. -Japan should be doing that. But as a whole people can use their phones to video and send in the info.

Virtually every American I know here in Japan has (loudly) proclaimed that groping on trains would be unthinkable in the US because the woman would speak up and those around her would immediately come to her aid. I guess not?

This article is about encouraging victims to officially report the crimes to the authorities, so they have a record of it and can go after the perpetrators. It doesn't say that the victims are taking the groping like a doormat. Good luck on anybody who wants to take that chance in NY; might get more than he/she bargained for.
