I don't see how release of the 28 pages of the 911 report would expose Americans overseas to legal risks. Maybe, it would affect legal issues involving Americans living in Saudi Arabia. Why would other countries care about the contents of the 28 pages? Also, if, as they claim, Saudi Arabia was not involved in the 9/11 attacks, the Saudi government should encourage release of the entire report.

It's not specifically referring to the 9/11 report - it's talking about generally, i.e. what if another country's report implicates Americans

I have no surprised if Saudi Government was directly or indirectly involved in 9/11 and other attack on Western Governments. Saudi Government is behind the aggressive building Mosques in non Islamic Countries. Saudi Government has fund partial or full on building Mosques in non Islamic nations especially in West. As the same time, Saudi sabotage western Government works and scare western communities by financing terrorists’ activity in west. In Australia, Muslim group is building one Mosque after another Mosque ignoring local residents against it. The Saudi back Muslim group never back off and hiring green and left wing activists to confront anti Mosque resident in Australia. I believe Saudi involvement in terrorism was not just 9/11 and Saudi Government may involve indirectly in other terrorist attacks on Western interests in Africa and Western Countries' soil. Saudi Royal Family was direct descending from Prophet Mohammad. Saudi Royal family ambition is Islam religion becoming only religion of the world and one day Muslim will rule the world.
