This has to be the first time ever they have lifted blanket obstruction since January 2009.

Obama has less than two years left in his Presidency. This isn't "agreeing with Obama" so much as it's laying the groundwork for the following (hopefully Republican) President. Congress could dawdle-around with the "Fast Track" renewal until the last day Obama held office, then approve it. By then the new President will have already been decided.

The last President who had use of this "Fast Track" rule was George "Dubya" Bush in the 2000's.
