Erm, 30,000 Pakistani army troops surround 8,500 native militants and 1,500 foreign fighters. That looks like 3 to 1, but if you split the army and position 10,000 govt soldiers each in just three places around S Waziristan, then a breakout anywhere means even numbers. Not anyway to overwhelm an enemy, I should imagine.
