"death by cop" is probably the best deterrent to kidnapping as an enterprise. If only Colombia and other kidnap capitals things could run this successfully.

I'd really rather have these shoot-outs than having to send these crooks to jail.
One bullet and a coffin is cheaper than feeding them for years and sending them back out into the world only to spread more evil, because let's face it, jail is never a crime deterrent.
