I guess he means planes with stealth technology. Everything else is pretty much obsolete. The Americans have some and by 2020 the Chinese will have some too so they may need them with a couple of carriers to keep the balance. Perhaps a three way cold war coming up? Of course his old buddies at the secret police will get an increase in funding. I'm sure he is shrewdly counting on the Russian military / police support for his corrupt government / crony capitalism. It will help him to keep a lid on popular dissent which seems to be something of a Russian tradition. Good luck Pussy Riot.

I can hear the sabres rattling in the White House now... how dare another country upgrade its military. Must be to threaten America.

Basically most modern military powers are upgrading their aircraft, warships and military equipment in general... why should Russia be any different?
