    You don't see looting in US when quakes happen but you do in Haiti, Chile etc. Shameful.

    netrek - you obviously didnt watch TV when Katrina happened in Orleans. Cant remember reading reports of citizens shooting each other in chile (Katrina). These two events both have people fearing for their immediate future hence looting. If a massive quake hit my city and theres no water and food coming and no communication i think id be prepared to raid 7/11 for the onigiri stack. Its not a cultural thing, its called human nature and survival of the fittest coming into play.

    Netrek has never lived in a Latin country, in this case, Chile should have been more prepared to help their citizens, I speak Spanish and am watching CNN CHILE etc..live and direct in Spanish and the people looting say the same thing, "we have no water, we have no food, we have no support from the government of Chile" so we are not looting we are just trying to survive, which I agree. I agree that if the poor people of Concepcion have no help from Santiago de Chile, well, they have no choice but to go out and find food and other neccesities, just like NambanOnigiri said about New Orleans.

    What the mayor and other authorities are complaining about and forced to declare "state of emergency" and establish curfew is the fact while decent people are in the streets with no homes there are also a lot of criminals (prisons went down too) in the streets, vandals, robbers etc, and these people are looting stuff to sell or just looting as vandalism (what it is the objective of robbing a flour mill, and then set fire on it?), the state of chaos created is incredible and even though there are few casualties compared with the magnitude of the quake (which says a lot about building codes) the systems designed to face these kind of catastrophe is imperfect, with slow responses in some areas or planning with limited or no foreseable escenarios in these kind of situations.

    Ah!, el buda, when you say "they have no help from Santiago" is not true entirely, Santiago was also damaged by the quake, they need to assess the extend of the damage and organize quickly how to send help. There are no refuges in Concepción (i mean large buildings to receive people) or places where to channel the help, also, the roads might prevent a fast delivery, the airports are not damaged extensively, but you cannot rush to send a hercules plane with stuff (food, diapers, blankets, etc) because you have to collect it first and assess if the plane can take off and then reach the place...

    By the way, looting is the wrong word to use. It refers the spoils of war, not to surviving after an earthquake. If some people take advantage of the quake to profit, that is called taking advantage of the situation.

    Whether its during the chaos caused by riots, floods, fire, or earthquake. Breaking into a store in order to steal what is inside, is properly called looting. There is no other term. It is not as you say, only referring to the spoils of war. Oddly enough, spoils of war is a different term, used specifically to refer to looting during the chaos caused by war.

    Regarding looting not taking place in the states. Thats simply nonsense. After every major catastrophe, be it as I mentioned above, riots, earthquake, flood, hurricane... You name it, looting has occurred. It might not have been widespread, but you can always find it.
