The high fatality rate is due to a disregard for traffic safety laws which often leaves both parties at fault. If it's a fender bender, the disputants invariably draw a crowd of onlookers as they try to reach agreement on who's responsible for what damage. Like reality TV, except there's no TV!
During the Cultural Revolution, when most Chinese got around on bicycle, someone had the idea to opt out of the internationally recognized colored coded stop-light designations since "red," a revolutionary color, should mean "go" not "stop." But it hardly mattered since most cyclists paid no attention anyway.
I wonder if this number of traffic accident death is a lot? Definitely more than Japan. China has more than 1 billion people. The number is maybe reasonable. I wonder how about USA, Russia? That many?
Population is not so relevant. The number of vehicles and type of roads matters. I would imagine country to country comparisons are tricky unless the number of vehicles, average speeds and miles driven, geography, climate, etc are similar.
Ultradude - Yes, you are right. There was no road accident death in my little town last year. They have their own cars but not often drive, ususlly walk and bicycle.
