    "... and tighten control on lobby groups that receive foreign funding"

    And as we know, this uncivilized measure is incompatible with democracy and is not applicable to any modern democratic country. Also, I would like to know, why the article is titled "Russian opposition leaders held...", instead of Russian opposition leaders detained for several hours, which is much less dramatic, but incomparably closer to the truth:

    "All four were released without charge hours later..."
