No excuse. Am I to believe that NK soldiers are so incompetent that
they are incapable of overtaking and capturing an unarmed 53 year old housewife?
If she was suspected of "spying" then the need to capture her alive becomes all the more important.
Even if this was a serious FU as it seems to be, the position that the
NK govt is taking is vile.
"While it was wrong to shoot her... just... what was she thinking? What did she think was going to happen"
She certainly didn't think that someone would shoot her.
No one who lives in a democratic country would think that.
Arrested, detained, yes. But shot???
No big deal really, this is just a relatively "minor" incident to them, an abberation. Within a few weeks everything will be back to normal and full attention back to hating on Japan. With Fukuda's proposed declaration about disputed territory coming soon, both Koreas will turn their animosities and full attention back to Japan where it always has been.
Shooting to kill tourists that bring the much needed bread to this starved nation and then denying any responsibility but demanding an apology instead is some gall that I find kind of hard to comprehend.
I'd suggest they begin by apologizing for allowing one of their citizens to enter a country like NK, thus putting them in danger of being murdered by people who are complete cowards unless facing an unarmed housewife with a squad of men and guns. If it was 1 on 1, ya know she coulda taken em after all.
The fact that NK refuses an investigation from SK just shows exactly what they are:no human rights ,no justice..only brutal force.SK should never give- in to NK about this matter, continueing of dialogue by all means but no tourism,no food aid,no help..until the matter is resolved.NK may look the same ,speaking the same language but the wirings inside their brains may be very much different.
The best thing in world is peaceful feeling among nations. This is purpose of tourism in north korea despite the hiccups.
This incident as usual,is going to be played to hilt by certain parties on both sides for a while.
Lee Myung bak and Kim jong Il are cool about this incident, only press and public are making fuss . Much fuss, over a minor incident, if compared with past turmoils of much bigger casualties and bigger violence.

NK military will follow their own constitution/guide-lines/protocol. 'house-wife' or 'tourist' for media, but for them she was 'an offender' and....!

She must have been doing wrong, otherwise they wouldn't have shot her.
...isn't that the kind of argument we get when it's another country's military killing civilians?
Whatever the country, there's something drastically wrong when 'national defence' involves killing innocent civilians.

This is going to suck.

As they say, the best defense is a good offense.

I think they should definitely apologize.
