Why not just shoot down their next missile launch. Yes, it will cause the DPRK to go nuts, and the Chinese to have conniption fits. But maybe will lead Beijing to realize the circus has to stop. Start by shutting off the supply of luxury goods to the Pyongyang elite. Not like there's much that more can be done to sanction those starving elsewhere, and that they make a difference.
