I must hve missed something, what did he say that was so offensive especially coming from a person from that area? \did he say he was happy? did he wish her to die?

Its rather rude to talk at lenght in a public speech about a political figure's terminal illness and impending death, especally if - as in this case - you don't know what the hell you are talking about:

Bunning, a Hall-of-Fame major league pitcher, who has no medical background, said during a speech Saturday that Ginsburg has “bad cancer. The kind that you don’t get better from,” The Courier-Journal of Louisville reported. “Even though she was operated on, usually, nine months is the longest that anybody would live” with pancreatic cancer. ... Doctors diagnosed the 75-year-old justice and removed a small tumor this month. They said the cancer was caught early, when it is most curable. The American Cancer Society estimates that 20 percent to 24 percent of patients whose pancreatic cancer is caught early survive five years.
