Technically it might be true, but the above sentence is still misleading. From Wiki:

In most rural areas, families are allowed to apply to have a second child if the first is a girl

China is an environmental and humanitarian disaster waiting to happen. The policies are necessary, yet there are exceptions. There will be negative impacts like this story from the policy but also MISCONCEPTIONS about the policy. But something has to be done to reduce the population and this seems better than war.

Why cannot people find a legal way of giving up an infant? Sure would help with population control. China will implode eventually anyway as it is out of control.
