Stricter controls on tobacco means the age limit is raised and enforced thus, there are penalties to stores for selling to minors (ie. removing/suspending the tobacco licenses). As well, limiting areas where smokers can smoke (indoor and public areas). Marketing refers to no vending machines, or ads on TVs or removing images of people smoking from ads, and putting graphic side-effect-photos on packages. No mention of raising prices having a positive effect on smokers quitting, is there. Raising prices does not deter addicts.
