A long time ago, the US fought a war to end piracy. That war was extremely successful. I don't want to see it happen again, but it very well might need to.

That's kind of what I'm thinking.... I'm sure there must be a reason, maybe some kind of safeguard the pirates use to get safe passage back to the mainland.
