If you just start sinking the "mother ships" so that none of the pirates ever come back that will put an end to the long range missions.
No more ransoms is a grim but useful option as well. Have to see what the Chinese do with their captured vessel. Maybe they will join the French and Americans in taking a few pirates down.
I'd say we should stabilize Somolia too but we know how that works.
