The jihad will not stop until the whole world is submitted under Sharia. And for jihadis, even the Pakistani islamic constitution is not enough... they want the hole hog; complete and literal medieval Shariah law, like implemented under the Taliban.

And the Pakistani government has no ideological basis and no real will to stop them.
