Turkey hits them because Iraq does not have an air force to defend themselves. The Americans destroyed Iraq's means to defend themselves.

Turkey is becoming like the U.S.
Iraq's air force was destroyed way back in 1991 during the first Gulf War, after Saddam invaded Kuwait. They haven't had an effective air force ever since.
