Doesn't seem like a lot. i think many of these numbers are just made up by the UN and US and their ilk. Plus if they hknow how much was paid how come they don't name and shame the payers.

Some of the payers are allied countries like the Philippines

European countries like France and Germany have been paying routinely.... it has developed almost into system of systematic islamic taxation (jihza).
What is also not mentioned is that while we speak, Europe and the US are SUPPORTING the ISIS state by sending massive amounts of "humanitarian aid" into the ISIS territory. The ISIS rules accept the materials without so much as a thank you plus charge a heavy tax for every truckload, which is to be paid in cash. Thus, we not supply ISIS with medical material but pay for that effort on top.
The pure insanity of this is astonishing. It is as if the West has a suicide wish.

However, with potential kidnapping stock apparently plateauing, Moody's has put a "sell" advisory for ISIS shares until they expand their "plunder" division.

Heck the U.S. and Japanese governments may have to resort to kidnapping and getting ransom money if they don't get their finances in order, lol.

Seems like a lot but all out war costs a lot. I imagine they are generating ten times more from the oil fields theyve captured. I understand why people feel the need to pay a kidnap ransom. I cant imagine what possess people to buy their oil.
