    Because the Republicans are in charge of the House of Representatives and will swear on a Christian bible that if a woman doesn't want to be raped, her body will (somehow) prevent penetration. 'nuff said.

    I've often heard conservatives exclaim, "It's not a popularity contest." Talk about your self-fulfilling statements!

    Glad to see we've got a reasonably well-liked president and Cabinet.

    You know what they say about Americans and their Congress? Americans HATE Congress... but LOVE their Congressmen.

    Despite elections every 2 years and Congress' seemingly perpetually abysmal rating, the large majority of Congressmen get reelected again and again. Maybe one would be tempted to say that if that's the case, then maybe Congress is only as dysfunctional as the country itself is. But maybe that's a bit too simple an explanation.

    Congress is complicated, there are two chambers, the House and the Senate. For a bill to go through, both chambers must vote on it, for the House that is a simple majority vote, but the Senate has rules allowing the minority to block bills unless there is a (rare) supermajority. Americans are wary of giving one party too much power by giving them a majority in the House and a supermajority in the Senate, and they like the idea of forcing the parties to compromise... the problem is: the parties are more and more ideologically homogeneous and polarized, especially the Republicans, where moderates have been hunted down to near-extinction and where compromise is a dirty word.

    So Americans don't like this Congress anymore. They don't trust either party with supermajorities, but if there is a divided Congress, then nothing gets done because Republicans won't compromise on anything.

    Americans tend to hate other representatives, but continue to vote for their incumbent representatives. It is always the other voters in other districts and states causing the problems.

    For example, where I live, we think all the reps from NY, Cali, and Boston are terrible, but we still vote in the far-right leaning fundamental Christians who actually believe the Earth is 6,000 yrs old for some reason and think that's ok. It is sad.

    You hit the nail on the head. Many of the Red State people don't mind Federal $$$s as well as most get more back than they pay out.
