International Monetary Fund announced a $14-$18 billion loan for Kiev in return for tough economic reforms that will unlock further aid from the European Union, the United States and other lenders over two years. So while the Russian people where to give an unconditional gift of 15 billion and indefinite half price on gas that in it self is worth billions neo colonialists are judged better with their loans and dictatorial demands that will turn all Ukrainians in to the perpetual serfs. One should also keep in mind that there is less cultural and ethnic difference between Russians and Ukrainians then there is between north and south of Japan

Another meeting between a doer (aggressor) and many talkers who live in the world of wordsas their means such as international law! What a pity?

Ukraine government has reported that the regional administration buildings Kharkiv is back under their control pro-Russia separatists.

In Donetsk barricades have been erected along with hundreds of militant separatists dug at the Donetsk administration building , the 'activists' some allegedly heavily armed have smothering the area with razor wire, although reports that government forces have regained control of the security service headquarters at Donetsk have been confirmed.

In Lugansk separatists hold the security service building and have control over a huge arsenal of weaponry. There is evidence that a core faction are plotting to stage a coup. There is a real danger that Ukraine will splint along ethnic cultural divisions if the situation is not brought under control.

President Putin's provocateurs accused of adopting false flag operations are said to be provoking Kiev into a rush of blood to the head, so gifting President Putin a excuse to stage an invasion under the premise of preserving ethic Russian's safety. President Putin has spoken of using all means necessary to protect his 'compatriots' and adopted the term 'decentralisation of power' that suggests a further incursion into the east at worst or a power play to drive a wedge between Kiev's government at best.

My own humble opinion is that the 'meeting' involving U.S. Secretary of State John Kerry, EU foreign policy chief Catherine Ashton, Russian Foreign Minister Sergei Lavrov and Ukraine’s Foreign Minister Andriy Deshchytsia be postponed for now, and a summit convened between UN security council members Great Britain, France, US, with Ukraine, with representation from Germany to agree the staged introduction of punitive sanctions, beginning with seizure of all foreign assets named in a list of Russian officials and businessmen. Also a future date must be agreed to stage a complete embargo of all Russian Gas and Oil.

President Putin clearly wants to return to the old soviet union political system, goose stepping his Red Army, invading the former territories of the defunct Russian Empire, his own brand of political paranoia, and the weak and spineless leaders of the EU and it appeasing governments must not be allowed to let this happen. Where's Margret Thatcher when you need her, an Iron Lady that would have 'handbagged' President Putin back where he can from.

"I do believe that political arrangements which are based upon violence, intimidation and theft will eventually break down - and will deserve to do so." -- Margaret Thatcher

Interesting point, Zvonko. On one hand, Ukraine is offered the choice of being a serf to raw materials and oligarchy; on the other hand, it is offered the chance to be a serf to the free market, with its talents and potential exploitable. Both have strong and weak points, but this is exactly what the revolution was all about. When was the last time you bought something marked "Made in Russia"?

@Zvonko, Unconditional gift? so what are the heavy armed troops for, to make sure the unconditional gift conditions, are unconditionally understood?

Now what that about a free lunch?

Either way, the bankers win.
