They=Japan, no Bush admn can not afford that, NK knows it. As such, 4 nations will push Japan for early payment, in case Japan is withholding her share.

They = North Korea. It makes no difference to Japan which US administration is in office. Japan does not have to contribute aid unless they are satisfied.
