In your dreams. With all the Western do-gooders travelling to places like Syria in order to help, ISIS will never run out of fresh hostages. And while the Americans are still dancing around the issue, European governments have already been paying millions and millions on a regular basis.

It is strong and continuing source of income for the Islamic State. And the occasional beheadings serve as an added incentive to pay quickly.
