absolutely.It is just like these little pacific islands that sell all their tuna to Japan.Tonga being a good example,from memory.Unfortunately the sushi boom has been a nail in the coffin for tuna stocks.

Anyway Giampiero Beltotto is doing the right thing to actually verify the veracity of WWF's report. After all, WWF did describe tuna as a "magnificent" species and also for a "moratorium" on fishing.
You don't need to ban all exploitation (a moratorium) in order to stop over-exploitation. That's overkill (ironically). You need to ban over-exploitation (and enforce it properly with the funds obtained through licenses etc) in order to stop over-exploitation. And you only need to take less than what is sustainable in order to see the fish biomass recover, not take none at all (a moratorium).
WWF quite probably have found illegalities though, and for that much they deserve credit, but for their irrational suggestions which appear to be more to do with their own self-interests than the interests of tuna consumers they deserve to be heartily disparaged.

I think WWF has more important things to attend to than indulge in fantasy reports as Beltotto wants us to believe. Obviously a lot of illegal fishing is going on. The Italians don't like to have rules dictated to them from Brussels. Neither do some other nations. The difference is that Italy thinks that if other nations stick to the rules, they don't need to.
