Seems to me there is a world of difference (though I also think that the knicker buying is probably a strong precursor to wanting to have sex with the wearer).

Come on people, Hustler magazine had this idea out 20 years ago, it predated the Japanese panties. Perversion is pretty universal and international. Just some countries hide it better.
