Very Japanese to miss the real problem completely and address the wrong people, this reminds me of when everyone throws a fit over enjo kosai and the focus in on the children being without morals & neading help, instead of all the pedophile salarymen that take advantage and pay them. The real problem here involves lots of combined deep cultural things; a culture based on in/out social groups, groupthink, strong feelings of shame, suicide being a honarable way to die, no father figure to consult if needed (exept on sundays when resting from work), being over-mothered instead of learning independance, psychology and dicussing problems being frowned upon instead of holding them inside, the belief that the weak minded people commit suicide, .. など.. .. など
 
Something so small can't be punished, I suppose

You're going to send people to reform school for not talking to someone?


No, I guess you can punish them only if they break any law,
such as assault, defamation, robbery, and more.
Even for some adults, it's hard to get along with co-workers.
Ignoring someone is rude, but it doesn't hurt anyone.
maybe emotionally..
but sometimes people just need to get over it.
People need to learn to be social and friendly so others would
like them. besides that, I don't know what to tell ya.

Did anybody actually see the broadcast of hsi "speech" on NHK last night? It was pathetic. Talk about too little, too late.

...to assume the J-mind is the same as the westerners!

My guess is that we'll all be surprised by the decrease in bullying due to this effort.
It's not perfect by any standard, but it's a start.

Send a letter to the teachers and school staff members that they will have vicarious liability for their apathy towards students guilty of bullying. Once they know that litigation can reach a personal level, they will begin to take action against bullying. Another idea, kids caught bullying need to be in a mandatory counseling program to promote responsible behavior. These ideas will make a difference, not a letter asking kids to please stop.

Bummei is to be praised for bringing to the attention of the higher ups the pressing need for a new set of Commandments. The old one is getting a bit tattered and frayed around the edges.

A few days passed without any mention of bullying-related suicides, and now this article appeared. Either the media grew tired of reporting the subject or something miraculous--kids obey the education minister!!--happened. Can the public be that much of a pushover to forget that there's a difference between causation and correlation?

and there's no stopping bullying, of course not, what planet are you from? The ideal solution is to get counsellors to help turn gimps into tigers who can allign themselves with those of similar interests and form groups to counter the bullies. That's how you prepare adolescents for the real world people, developing self-esteem and polarisation.

I can't believe how dumb this guy is. He thinks that just because he tells the bullies to stop that they will stop. He should have commissioned a study or listened to all the pearls of wisdom coming from the brilliant folks here at JT.

We all have obvious solutions to this problem, but all the minister does is talk! What a dope! He should just read the boards here and then he would know exactly how to fix the problem.
