cant NK go through underground pathways like using a Vietnamese boat to get its imports around?

we do not understand these policies.Those closer to home,should be taken care of more,this is common sense.Do we want to care of timbuktoo or somewhere far away first,instead of our neighbourhood first.

The media just wrote - in January - about a Cambodian registered freighter that was trading between N. Korea and Japan through Sakai Minato in Tottori Prefecture.
N. Korean short necked clams are still available in the supermarkets. Does Japan want to tell this story again?

registered ships come in to keep trade in clams going between north korea and japan.Banning now leading to new smuggling problems of north korean clams food and goodies.Better to legalise north korean trade,than encourage smuggling.
