Japanese porn manga does not cover genitals. The ban on showing genitalia only applies to photos or videos of real people; hence the tentacle rape manga, boy-love manga, futanari manga, rape manga and all the other variations I am not going to list depict genitalia without any coverage.
TOKYO — The Supreme Court ordered a comic book publisher to pay a fine of 1.5 million yen for distributing obscene comic books containing sexually explicit scenes, upholding a lower court ruling, legal sources said Friday. The top court dismissed an appeal by Motonori Kishi, 58, president of publisher Shobunkan Corp.
How bold were they, beyond the normal porn manga? I thought there couldn't be anything more explicit than all that is sold in bookstores. I would like to know what made the comic books particularly "obscene" in the genre as it is in Japan.

Don't know where you get your comics, but I've seen my fair share in Japan and they cannot show genitals, unless they are some twisted monstrous version, to they point where they don't at all resemble the real thing. When they ARE the real thing they show, at the most, mere outlines or shadows. Perhaps you buy your Japanese comics overseas?
Anyway, in this case, they probably DID show the genitals, and pubic hair to boot! Hence, the censorship. It's pretty hard to understand how a comic can have out and out gang rape scenes and not be censored, but can be censored for showing 'sex'. Bizarre. Censor it all, or better yet, censor none. Hopefully in the case of the latter the perverts won't be reading it beside you on the train.

That statement is completely wrong.
There are freedoms to view things in print/video in Japan that cannot be viewed in other countries. There are also freedoms to view things in other countries that cannot be viewed in Japan.
Somewhere there is a Japanese version of Samrinoma trying to convince everybody that Americans are the most perverted people in the world, and have the biggest porn industry in the world, because those perverts (Gasp!) show explicit genetelia and penetration!
Another case of somebody (Samrinmona) who narrowly looks at other countries in the world from his own small band of perspective, and thinks that anything different from his own reality is "wrong".
Sheesh. Get out of Japan, already!

Maruzen does sell boy-love comics depicting male genitalia, just to illustrate you. Seek the others by yourself.

Smithinjapan, I think you mean soft-porn manga, or manga that isn't actually pornographic but "artistic." The law (as I mentioned) only bans exposed genitalia on "real people" photographs and videos. Date video games, hentai movies, plus the manga I mentioned, all depict genitalia. Perhaps you've just not seen those, but as I mentioned you can find these in pretty open places as Maruzen and that bookstore chain found in all train stations in Tokyo for example, sell manga that depict genitalia. They are not in "special shelves" either. However, they are not specially violent (I seem to hear). They've been commented in Japanese magazines, too. SM and such are in separate stores, but Amazon Japan sells those, too. The ones that men read in trains, well - I guess there's special shops for those. Boys-love manga (or manga "for women") in shops are full of uncovered sex.
According to court rulings, Kishi distributed about 20,000 copies of the "Misshitsu" (Honey Room) comic book containing graphic sexual scenes to 16 companies in April 2002.
As the article has been edited today to add content, I am guessing that the manga was distributed to company employees in several companies. I suppose the manga was not for sale from the companies, but given to employees for personal use. I suppose this is why the publisher got a fine: for being too direct in his approach to clientele.

All those who believe viewing genitalia is dirty, awful, or obscene should do themselves and the world a favor and have theirs removed, you know, just in case wardrobe failure.

How can they not believe this? it's fairly common for a grown man to be reading porno comics on the train/public in Japan without so much as a glance up to see if it's offending anyone.....

I wouldn't call 99% of the comics being read on the train pornographic. Sure they show more than you see in superman, but I really didn't see many reading the pure porno stuff on the train. although there are some scenes in magazines like Morning, or Jump, or Big Comic that have nudity it wouldn't call it porn.
Reminds me of my boss who upon discovering a comic magazine on my desk, which I read as its quick and easy to practice reading, extremely disapointed that there was no tentacly, school gir stuff. Just some historical stuff, some funny stuff, etc.
Sure there are those perusing the sports mags on the train, show some pictures with nudity, but though it offends foreigners, most Japanese are not freaked by the stuff. Actually neither are a lot of Europeans.

That is the 10 million dollar question. I dont get it either. I have seen some majorly evil stuff.

"A recent television documentary and various news reports on CyberAngels have been aired on Japanese TV over the last month, as well as a series of newspapers articles written by a leading law-enforcement journalist in Japan. These reports have touched on how the global child pornography industry has abused Japanese hospitality. Tough child pornography laws are now being proposed there. Hopefully, the laws will be adopted and the Internet community will be able to count on Japan to join in the worldwide fight to stop the sexual abuse of children. We could use their help!"
Two links for those still pretending that Japan's kiddie porn industry is just normal or like "everyone else." The second statement is from a group called CyberAngels that is dedicated to fighting child pornography.
Again, love the country, but some people seem to think that they aren't allowed to criticize Japan for anything. In this area, not being able to admit that Japan has a particularly large sex industry (with or without pornography)and a serious obsession with children's sexuality is just scary. It's one of the bad things about Japan that we need to admit, while also admitting that it goes on elsewhere and there are many great things about Japan that make it all worthwhile.
