Ichiro Ozawa is both inconsistent and badly confused about the role of the UN in Afghanistan. He should know by now that ISAF is composed of NATO troops under NATO command. The UN may have sanctioned the Afghanistan Operation Enduring Freedom but it does not have any military role there. Thank goodness, Fukuda is the prime minister and not Ozawa. Japan must avoid giving the world the impression that it wants to support NATO operations lest this be interpreted as a desire to become part of NATO. NATO is no longer satisfied with being a regional alliance but desperately wants to expand its jurisdiction over the globe. This must be prevented from happening because NATO's expertise and understanding are limited to the Atlantic-European region. They do not know much about or understand political conditions in other parts of the world. The evidence for this is in observing how they are badly messing up the conditions in Afghanistan and are threatening to invade parts of Pakistan which will create an ever greater instability in the region.

So PeaceTA wants to limit the power of NATO and keep Japan from developing any connection with it. I can understand it as an US strategy trying to keep others out.
But it seems more and more people trust NATO working with UN rather than the US with its followers.
