Good. They should bring in another verification criteria: IQ. Only if it's below 80 can you purchase; then it's really making sure the product is getting to the right people.

I have never ever seen anyone carded for cigarettes or alcohol in Japan at a convenience store or anywhere else for that matter. Maybe if the kids wear their school uniform to go buy shochu but I doubt even then. I predict increased tobacco sales for Family Mart.

The fact is (and Yangyong might not like this, but it's true) smoking is legal. These groups are doing the responsible thing by making steps to prevent purchase by underage people. Arguing the legality of smoking is off-topic and irrelevant.

A great number of adult cigarette smokers had started out as underage experimenters who ultimately got addicted. The introduction of ID cards is a step in the right direction to deter young experimenters. Hopefully additional measures of individual responsibility, such as encouraging smokers to hide away their cigarettes from children and avoid smoking where children can see them, will be asked of.

Smoking education consists of 1. Don't poke butts into childrens' eyes when walking; 2. Pocket ashtray; 3. There might be a vague thing about cancer and whatnot, so let's try not to smoke too much.

I think people are confusing the sale of cigarettes to under age people with preventing smoking altogether. Having a machine that requires ID isn't going to get people to quit (maybe.) Raising the price of cigarettes could; last I heard Japan had the lowest alcohol & tobacco prices of all the G8 nations.

Just out of curiosity, how does a gaijin go about getting one of these cards? I'm not trying to hijack the thread here, but I'm going to take a wild guess here and assume that the 'official public institution' will require a gaijin card (and possibly a passport, for 'anti-terrorism' purposes). Since I'm SOFA-sponsored and therefore ineligible for a gaijin card, I can forsee a problem.

the "Tatemae1000". As other posters have noted, there's more that could be done if this was a serious venture and that is removing cigarette vending machines, at least from public places. However, this would be a serious threat to profits. So, tobacco companies, roll out the 'Tatemae1000', show your 'deep concern' and keep telling us that you have our best interests at heart. Yes, that's the ticket!
I realise now the name is 'Taspo1' and that's the IC card, not the Vending Mahcine.
But I'm still calling the beheamoth the 'Tatemae1000'.
There's no budging me.

It sounds like the government is going to waste the taxpayers' money by issuing a card that can easily be lost or stolen. Of course, this would mean that another bureaucratic office will be necessary in order to issue, monitor or replace the cards. The only way to have a small amount of control over tobacco sales to minors is to do what California, USA, has done. The machines are only in bars, and grocery stores must keep the products behind locked, plastic doors. Only an employee has access to the products. However, even these steps do not prevent parents or friends from giving tobacco products to minors.

As long as smoking/tobacco is not outlawed, and I think it never will be, people are indeed free to poison themselves in designated areas.
Great! Now please stay on topic, and stop insulting people who smoke, because believe me, alot are much smarter than you.
It's amazing that a non-somker like me needs to defend the rights of smokers from Prohibitionists like you. The companies involved are doing the right thing to try and stop underage purchases.
Come on man, if you are one. Are you now sitting in the chair of the moderator? Who is insulting who? Seems like you are doing the insulting. The writer (presto) is insulting nobody. Just saying people are free to do what they like in the right places. Prohibitionist? Your mind must be severely confused and are mixing up comments from different posters.
And let me remind you business that it was I, presto, who said the ID was a good idea. Now where is your logic? Finally, you might consider using a spell checker.
