The Foreign Ministry sure is doing its best to make PM Fukuda look like an elder statesman extraordinaire. Need more substance and less show, though.

They could have fun doing Elmer Fudd impressions.
Japan is interested in Africa because China is. China is looking to Africa because of it's huge resources and Japan wants a piece of it too. Both countries aren't really that interested in helping Africa find it's feet, as that would mean a continent more difficult to exploit (they've learned some lessons from the USA and Europe there) but a few token gestures can't hurt and may even win a few pro-Japanese votes in the next whaling moratorium.
