What the hell business is it of the US how Japan handles immigration?

The skeleton who runs Homeland Security talked to George about where the most serious threat would come from. From where would the terrorists travel to the US?
Not from Mexico, hidden in bales of marijuana, or walking across the unguarded border with Canada, too easy and obvious. These people are diabolical, so they would have to be coming from Japan! Makes sense doesn't it? Probably no one would notice a bunch of arabs carrying AK-47s walking around Tokyo.

No, it does not fingerprint PRs everytime they enter. It does fingerprint them as part of the process of becoming a PR. If the green cards they have to carry with them at all times have biometric data chips embedded in them, you can bet that data is in there and accessible at every entry, though.

I'm assuming you mean "Permanent Resident" or does this stand for "People's Republic of...?"

yeah! i realize that, and i am so happy that i am not a citizen of a country which run by a subnormal intelligence single party goverment who don't even know how to think. they good only follow what the master (USA) said , a long period!

US PRs, aka Permanent Residents, aka Green Card holders, are fingerprinted as part of the process of obtaining a Green Card. Always have been. They are NOT fingerprinted upon returning from abroad, true, but they have been fingerprinted and those prints are on file.

A bit overly simplistic. Japan was fingerprinting all of it's non-Japanese residents until not that long ago. They were not 'following what any master said.'
As far as how non-citizens are processed, this is up to the country. Many non-Japanese do not need visas or to pay any fees to enter Japan as tourists. This is still a pretty good deal I think. Quite frankly, IMHO, it is only the permanent residents in Japan who have a bit of a right to wish that they were exempt from the proceedure as they seem to go through a fairly rigorous process to get that status and that should be enough to let them pass through the same line as Japanese people do.

The bureau [FBI] is expected to announce in coming days the awarding of a $1 billion, 10-year contract to help create the database that will compile an array of biometric information -- from palm prints to eye scans.
And someone wants Japan to pay for development costs, perhaps?

To: WMD and anyone interested; a new group just recently formed aiming at creating a registered organization to lobby for and promote the interests of Japan`s immigrant community (permanent residents, long term residents,naturalized citizens and what have you...)

You bet. They will have complete access to Japanese data. It's all about control. It is so the few can decide for the many, and for their own benefit. We are closer to becoming enslaved, each day.

It always irks me. How my (US)government always touts the Constitution as if they read it.
I'm surprised Japan doesn't look at my government oddly stating, "Yeah. We see how you handle immigration. How's that North American Union coming along?"

Absolute waste of money. The US DHS just wants to contract itsellf out to replace all the matchines and make a profit from it. Security accounts for 60% of Israel's economy and the US is a saleman for Israel because Israel is a cashcow for the US MIC. That is why they are pushing this on Japan.
