I guess the real reason for this insane behaviour is the bigoted Japanese society that officially condems sexuality in public (see all this censored sex mowies but at the other hand you can buy Mangas with child porn content...).
No nude beaches in Japan, no topless sunbathing but crazy guys runing to Tokyo Motorshow every year to take pictures of the half-nude girls at the booths peeking under their mini shirts. Not to mention married 50 years old guys running into Lovehotels with High school girls that need another LV bag.
Solving this problem would be teaching the Japanese a natural understanding of sexuality.
