Gender seperate rail carriages is the short term answer. For the long term - Japanese men must move out of the fantasy world of females being there to please them and Japanese women need to assert themselves as human beings and not harbour lowly ambitions to be kept housewives. The world is changing. Close the hostess bars maybe and send the men home to actually grope their own wives and girlfriends. Just a suggestion!
