I think the crux of the problem is the kanji. I am sure the nurses can learn the necessary vocabulary pretty quickly and speak it as required in their largely spoken-based occupation. The Japanese spoken language does not require kanji. Is am sure that there are very few, if any, homonyms associated with the occupation, otherwise this would cause problems in conversation. Medicines etc. can be labeled in hiragana as well as kanji. The solution is to allow the tests to be taken in hiragana, although many Japanese will have a strong emotional objection to that suggestion, because that's not the way they learned.

The Japanese national obsession with this matter is getting in the way of the much more important isue of cooperating with other countries to keep the lid on North Korean nukes and stop the North Korean military from developing their ballistic missile capabilities. Japan should be much more forthcoming in providing financial development support to North Korea as part of a workable international settlement on the nuke issue. Otherwise Hiroshima and Nagasaki could be repeated in the future.
