That's correct, that's why the article points out "where installing the doors is plausible".
Logistics, equipment etc will cost a ton of money. Any new systems are built with this in mind, however older lines and system would have to be retrofitted. Most of these systems run on a for-profit basis.

Part of the discussion was about how the military was not allowed to go into rescue the survivors of flight 123, the topic extended into the great hanshin earthquake where again the military was not allowed in. I was saying cooperation has gotten a little better since because in the most recent case the military was allowed in to assist in rescue efforts, and hopefully future events rescue services will be faster.

It's part of China's paving the way to the future extremely fast without vetting problems that take years/decades to clear in other places. It's a quick catch up game that generally ends in disaster. Just like how they debuted their much touted bullet train system only to have it crash a few weeks later and now reducing speeds on it.
