Even if a driver is going under the speed limit, it is almost impossible to not hit someone who jumps out in the middle of the street. If this kind of accident is the driver's fault, why aren't speed limits in cities reduced to 5 or 10km ph?

What sad times we are living in.
I see that the immediate reaction of many people here is to just to severely punish them. But the fact that even family members can treat each other like this is an indication of a breakdown of our society. "Throwing them in jail and letting them rot" would certainly make US feel better but it wouldn't solve the problem.
Society is a product of the people that live in it, so, in a way, we are all responsible for its deterioration.

Clarity: I beg to disagree. I work at a JHS and kids do this kind of stuff (not usually as extreme) because they know they can get away with it. When I was a kid, the ONLY thing that stopped me from breaking rules or committing petty crime was the fear of punishment.

Saw this on the TV this morning and initially thought his son had been done for rape or something. Had to giggle when I found out it was 0.3 grams of grass!
