It's not. It's a half-assed attempt at gathering ammunition in support of reducing the amount they spend to support the US military presence here.

It's interesting how they publish this report as if it were a surprise, when those golf courses and virtually every other structure…

@Yongfook I'm getting 1-3 javascript errors on every page load--I think they're coming from the Google AdSense scripts. I'm running XP SP2 and only see the errors in IE6--Firefox and IE7 work fine.…
