Other than countries with compulsory voting (I think all countries should have this) voter turnout is so low - the in situ government needs to worry when the "slackers" start to moan and grumble.
I believe that marijuana stays in the blood for a long time after - I seem to recall an incident in the UK where someone was caught out and he admitted to smoking it several months earlier. Is it also possible to test positive from "passive smoking"?
I for one would discount any election process that involved proportional representation as it seems to me that it leads to far too many coalition governments that can't get anything done.
