Wow - it is 7,000 yen for a round trip. Normal cheapest prices are 28,000 each way before fuel surcharges.

Here's an idea for them and they can have it for free. Issue an email address for people like this man to send a request for assistance - why does Japan hang on to the fax system?
There could be one central email 'centre' which could then forward and co-ordinate a response from.

Most department stores in Shinjuku advertise translators in English, Korea, Chinese etc...
There is also a group called http://englishok.jp/ which have stickers in establisments where English is OK - does not help a majority of the tourists though...
Give them 10 out of 10 for trying
