I think you mean to say it's socially acceptable to be an alchohol-ABUSER in Japan. An alchohol-abuser is not the same thing as someone who is alcohol-dependent (alchoholic).

Also, something to point out, the need to have a drink in order to sleep is one of the markers for alchohol-depedency.

Not clearly stated but think it's pretty obvious that he was likely drunk at the time of the accident. His strategy was likely to turn himself in well after it's possible to prove he had been drinking and driving. What a punk.
