Yeah Yeah. They go to each city and perform a set of tasks. One of which is 'take a taxi from the airport to the city center' and record the cost. Tokyo is skewed because Narita is like, 6000 kms from Tokyo. Then they check prices on renting a 2 bedroom apartment within X kms of the city center. So they go to Sunny Real Estate's scammy overpriced 'suitable for westerners' website where a 2 bedroom on Roppongi goes for JPY1,000,000 / month. And VIOLA, most expensive city in the world.

One point worth noting is that ALL non-kei taxes go towards road construction. It is a HUGE chunk of cash and jealously guarded by bureaucrats. An attempt to tap into it for other purposes toppled a Govt. a few years back.
On K-cars the taxes go to the local Govt. that collects them.
Bureaucrats being sneaky, greedy, horrid creatures by nature, will most likely be doing something sneaky, horrid and greedy with the increased taxes.

What would happen with direct hires is that as they age, all and any cancer would be attributed directly to TEPCO and they would be on the hook for compensation. However, if they fire through middlemen they are no longer responsible for future health issues. Especially if scumbag middlemen pay them in unmarked cash filled envelopes thus eliminating any aper trails. Imagine going to court 20 years down the road and trying to sue a company that no longer exists with no paper trail to follow??
Clever, in a evil sort of way. But that is how TEPCO roll their pimp game. Always have, always will.

Why is this not done everyday? Well, in a country where speed limits are stupid low. eg: 50 km/h on a 4 lane highway in the countryside. 30 km/h in town. Everybody speeds. Everybody. Little old lady in a Kei? Speeding. I shift out of second gear, on idle, and I am a law breaker. The cops could ping drivers all day long. They could make a fortune and bring the country to its' knees.

There is one in Asahikawa. It has had about 20 traffic lights added over the years and is confusing as hell. The sides of the road are littered with broken glass and tail lights.
I don't think it'd work so well.

I recall reading soon after the accident that groundwater was contaminated. I recall thinking "Hmm! that was awfully quick." seeing as groundwater contamination should take some time to show up. So, it wouldn't surprise me if the plant had been hiding all of it's little mistakes over the years.
