"Gaijin" means 'foreigner' so technically they do only offer positions to 'gaijins' (I don't like that word myself though).
When I was in Japan, there were plenty of racially Asian JETs there, a lot with Japanese ancestry and a lot without (Chinese-Australian, Japanese-Australian, Korean-American, Vietnamese-American etc). I know they also take JETs directly from Singapore too so it didn't seem to me like there was any selection bias against Asian people.
